GMs will be allowed to submit a request for a change of the rookie's position only once per off-season.
LC will vote on it soon, but if the result won't be unanimous, the decision will be postponed after the player's 10th NHL regular season game.
After that game is played, the LC will deliver its decision as soon as possible.
Once the answer is provided, the role of the player will stay the same for the rest of the season, no matter if the judgement came before the 10th R.S. game.

IR regulation

BASIC RULE:
To be permitted to legally set a player on IR he needs to be listed on that page as out (injured) for at least 10 days, whereas the following specifics apply:
- "out indefinitely" => IR ok
- "early [insert month]" = 7th day of the month
- "mid [insert month]" = 16th day of the month
- "late [insert month]" = 30th day of the month
- I-R = IR ok
- ques, doub, prob = NO IR
examples:
if a player is listed as “mid october“ he can be set as IR only within october 5th (supposed to be back available on 16th → out 10 days).
if a player is listed as “late october“ he can be set as IR only within october 19th.
if a player is listed as “early november“ he can be set as IR only as long as there are at least 4 days left in the current month.
The procedure we are going to use is self-certification, with penalties (to be determined) for teams caught breaking the rule.

Ogni squadra ha a disposizione 50 moves.
Vengono contate come moves SOLO gli spostamenti di giocatori DA farm AL main roster.
Potete visualizzare le moves effettuate da ogni squadra nella pagina del roster relativo. Per ora almeno e' cosi.
Le moves vengono conteggiate dalla deadline per la disposizione rosters fino alla fine dei playoff.
Altre cose legate:
- i giocatori comprati all'asta FA vengono assegnati nel proprio farm. Quindi se poi volete portarli nel main costa una move.
- in caso di trade, i giocatori vengono spostati in base alla loro posizione di partenza (cioe' se era nel main va nel main della squadra destinataria).
Qualora la squadra destinataria non abbia spazio nel main roster per ricevere tutti i giocatori che dovrebbero finirci con la trade, saranno spediti A CASO nel farm il numero di giocatori "in eccesso". Questo cosa vuol dire? O fate spazio a roster prima della scadenza della trade, oppure sprecate una move per ogni giocatore spedito nel farm che volete poi tirare su.

Specifics about how moves work on the new site
- As usual, each team has 50 moves available for the whole season, with a weekly limit of 5 moves per week (10 moves max for each playoff round).
The counters for each team's total and weekly numbers of moves are available on the teams roster pages.
- Only (and all) roster changes that involve the movement of a player from the farm team to the main roster will count as a move.
- When a UFA is signed, he is placed in your farm, unlike what happened till last season. Hence, as in real world, a signing won't necessarily imply a roster move anymore. A move will be added to your team total only if and when you'll bring such player up to the main roster.
- Traded players keep the same placing (main roster/farm) they had with their former team. However, if there is no roster spot available the exceeding players supposed to join the main roster will be reassigned to the farm (without being exposed to waivers). Hence, if in a trade you are acquiring more main-roster players than the ones you're sending away and you still want them to join your main roster straight away (without having to spend a move), you need to make room for them before the trade is processed (24 hrs after being posted).
Please note that if you don't make the needed room while acquiring more than one player from the other team main roster, the system will randomly pick which of those players will be considered as exceeding and, as such, be reassigned to the farm.

Notes about games start times
1) please report any mistaken start times you might notice (note that you're not expected to check games start times; please read the following points though)
2) in the rare occurrence of a start time wrongly set later than when the game actually starts, the system would let you move the involved players in and out of your lineup once the game has already started. However, that's obviously not allowed and please keep in mind that our system will keep track of your lineup moves, hence eventual infractions would be probably noticed and properly addressed..
3) if:
a- a start time is wrongly set earlier than when the game actually starts..
b-..you point that out but it's too late for vicram&kachlex to fix it within the game start (they could be unavailable)..
c-..you would want to move a player involved in such game in/out of your lineup but as a result you're not able to do it..
..you'll have to suck it up.
In particular, if you won't be able to compile parts of your lineup because of such occurrence you will simply take the damage; in fact, you are expected to compile your lineup days in advance anyway....

The league commission has determined the trade deadline will be february 21st, 2011 at 18.00 CET (12 A.M. Eastern Time).
In other news, please note that in the All Star Game week (this one) the minimum for games played by goaltenders goes down from 2 to 1, thanks.
With the upcoming NHL trade deadline, this seems worthy of being stressed:
when a player is traded in real life, on our site he gets reassigned to his new NHL team only after he plays his 1st NHL game for his new club; this means in the lineup feature his 1st game after the trade won't be showed as scheduled in your lineup.
To not miss his 1st game with his new team, you need to put him in your lineup for that day even if our site doesn't show he has a game that day.
The 2011 Stanleit Entry Draft will start on June 29th at 9 o'clock CET, just like last year.

RESOLUTION OVER ILLEGAL TRADES (potential loans)
The LC was eventually able to reach a unanimous decision.
This resolution is a compromise meant to meet the following needs:
- keeping the same rules for everyone during the length of a whole season at least
- applying the rule* on every occurrence and every team
- not setting a precedence supporting the wrong principle that any rule secretly broke in the past can be broken again without harm
- not setting a precedence where the LC can overturn a clearly written rule without unanimity and without the necessity to fix a loophole.
- discouraging future fishy trades
- assuming past infractions were not conscious and malicious
* "Once a team trades a player, it will be forbidden to bring him back along the rest of his contract.
i.e. the player could be brought back to his original team only as a UFA signing (after going through an open bidding)"
This is what has been ruled:
every single trade (past, present and future) found to be against the rule will generate a fine to the teams of the involved GMs, accordingly with the following specifics. <i>All fines will be applied to <u>next year</u> salary cap.</i>
for every past trade, GMs receiving a player already owned by their team during the length of his running contract will be assessed a fine:
0.3M for their first infraction
0.2M for each of their successive infractions
multiple infractions in the same trade will not be cumulated.
GMs who were the trade-partner in such trades will be assessed a fine as well:
0.2M for their first infraction
0.1M for each of their successive infractions
multiple infractions in the same trade will not be cumulated.
no matter the number of infractions committed in the past by a single team, for each team the maximum sum to be substracted from next year available salary cap will be 0.8M.
From now through the rest of the season, these kind of deals will still be allowed but they will bring a 0.5M penalty on next year salary cap of both teams involved. These 0.5 fines, assessed on next conscious infractions, escape the 0.8 limit established for past penalties.
This pertains the trades currently under review as well.
The GMs involved will have the chance to decide whether completing (or not) the deal despite the ensuing fines. Both parties will need to specify in the proper thread they are aware of the fine and re-confirm the deal for it to go through.
No decision has been made yet on how the rule will be run from next offseason onward.
We have yet to investigate past trades..
that same thread is where past illegal trades will be pointed out and related penalties stored.
any reporting on specific past illegal trades will be welcomed and appreciated.
There wil be time till the end of August to find and punish past infractions.

For that reason, the duration of the first 2 playoff/playout rounds has been adjusted as follows:
1st round: monday march 7th -> wednesday march 16th
2nd round: thursday march 17th -> sunday march 27th
the final will remain on 2 full weeks:
monday march 28th -> april 10th
the league website will be set accordingly, thx for your understanding.

Come tutti gli anni c'è da pagare l'hosting per il sito che tutti noi amiamo tanto.
La cifra è sempre 28.80€ per tutto l'anno, entro il 5 agosto.
Il primo anno ha pagato Vic, l'anno scorso qualcuno ha versato su paypal e il resto ha aggiunto Vic.
Visto che giochiamo tutti e non si parla di grandi cifre credo sia giusto contribuire un po' tutti.

This year there will be some relief for teams hit by LTIR injuries.
I’m going to implement some new features to our league site to make this possible:
- Cap relief given by 50% of a LTIR player’s salary
- Cap relief given by 70% of an Out For Season player’s salary
- Option to use this cap relief during FA bidding
- Minimum LTIR stay of 1 month
- Automatic dropping of the free agents signed by using the LTIR cap relief when the injured player returns to the lineup

as for Marc Savard, the majority of the LC voted against making the "retired" option available for him.

La commissione e lo staff tecnico hanno optato per queste modifiche al regolamento che riguardano la gestione degli infortunati.
Le riforme entreranno effettivamente (sul sito) in atto un qualche giorno della settimana dal 10 al 17 ottobre. Fino ad allora cercate di non far rompere la gente o usate l'ir dell'anno scorso. :P
Ci saranno 3 tipi di Injury List:
- IR Semplice. Quella attuale, nessun cap relief, durata minima 7 giorni (e non + 15, anzer cosi avrai finito di frantumare le palle!

-Out For Season (OFS). Su richiesta approvazione tramite forum con link ritenuti validi. 70% del contratto di bonus sul cap. Durata: tutto il resto della stagione senza possibilità di tornare indietro (vedi caso Savard).
-Long Time IR (LTIR). 50% del contratto da usare come bonus sul cap per la durata dell'IR, durata minima 1 mese.
NOTA: Il bonus LTIR sarà valutato "a parte" rispetto al cap normale. Potrà essere usato durante un'asta FA (e solo per queste!) se desiderato (specificando l'opzione nel sito al momento dell'offerta). Dettagli in merito seguiranno al momento del via sul sito.
Comunque es di massima: ho 99M, si rompe Crosby a 2M posso offrire su giocatori fino a 2M, e questi saranno liberati (tornano FA) quando torna crosby.
Note: la % di bonus è calcolata arrotondando per difetto alla prima cifra decimale. Come gli anni scorsi le durate dell'IR dovranno essere controllate sul sito di riferimento che trovate nell'apposito topic.
